Definition
One row per proposal version against an opportunity — submitted / decision dates, outcome, total price + cost + margin, lead author, evaluation score, and the competitor we faced. Won and lost proposals reconcile with a `historical-proposals` blob via `source_uri`; pending/withdrawn ones carry no document.

ISO-8601 date the buyer decided. Empty while pending; coerced to Nullable(Date) in staging.
outcome
Proposal outcome — `won`, `lost`, `pending`, `withdrawn`.
total_price
Total quoted price. Plain decimal on the wire; coerced to Decimal(14,2) in staging.
total_cost
Total internal cost to deliver. Plain decimal on the wire; coerced to Decimal(14,2) in staging.
margin_pct
Margin percent — (price − cost) / price × 100. Coerced to Decimal(6,2) in staging.
lead_author_sme_id
Lead-author SME. String on the wire; coerced and validated against `rfx_sme_directory` in staging.
eval_score
Buyer evaluation score 0..100. Empty if pending; coerced to Nullable(Decimal(5,2)) in staging.
competitor
Winning / competing vendor named in the decision. Free-text.
source_uri
Deterministic `gs://…/unstructured/historical-proposals/<proposal_id>.md` URI for won + lost proposals; empty (→ null) for pending / withdrawn.
cycle_time_days
Days from submission to decision (decision_date − submitted_date). Empty while pending; coerced to Nullable(UInt16) in staging.
